I havent ever received anything like that personally but I think you are doing the right thing to steer clear and not sign it
  If this person is genuine and she really is having lies spread about her on the internet/harassment, then she should go to the police as the others mentioned. if she really is a scammer then you dont want anything to do with her or you'll get tarred with the same brush.  In either case you could find yourself dragged into the mess if you sign her petition, so I would just continue to ignore it if I were you

Thanks for all the comments People are pretty crazy. As soon as I opened the petition, I immediately got red flags from all of her usernames and proceeded to ignore the message. I'm just glad I got my order from her! Darkhorse's Utena pony would be lonely without one of her friends.

I would call ebay.  Its kind of like a solicitation outside of ebay even though its not a sale...its odd behavior to ask someone for a signature like that.  Maybe they won't do anything, but it might be a good idea for them to know this seller is doing this.

Also, maybe she is trying to get a good rep somehow so she could continue ripping off and scamming people in the future?

She's not a pony seller - she seems to exclusively sell anime memorabilia, but sometime (like me) the fandoms mix
