G3 Twinkle Twirl Dance Studio question

So we found this at thrift (minus the "wings" that fold out on the sides) and noticed that with batteries only one of the stage platforms turns.   The big white one turns, but only one of the smaller pony-size circles does. 

Is it broken? or did it come that way?

Mine is the same way. More specifically, the one that turns for me is the orange one.

Yes only one of mine turns, the purple one.

Yes - thats right. The large while circle twirls one way and one of the 3 circles twirls the other, with 2 remaining stationary. 2 cog system is much cheaper and simpler than 4 unfortunately! Good old Hasbro.
