That's about what my dremel looks like.  I bought it at walmart about 3 years back for around $20.

I also use an exacto knife ...and not all pony vinyl is created equal ;) some cuts very easily and I have to be careful not to cut outside of my intended spot, others is hard and I do many many many small layers to widen

Mine is like that too... the down side is that it doesn't hold it's charge for the amount of time you have to charge it

I've seen a couple of pony tail holes that were widened with an xacto-  and it looked very rough- I thought it ruined an otherwise beautiful custom by someone...
