Do you have a newer can? They recently reformulated Dullcote to remove the toluene, so you need to really, really shake the can well before using it... or so I've heard. I dunno, all the newer product has a bit of a tacky feel to it no matter how much I shake it. :(

i had a can that was slightly tacky a while ago... if you just shake the hell out of it it helps. not sure how to kill the tackyness, id try another coat later on and see if the new thin coat dries properly. if testors is still being goofy try Armory dullcoat (or it might be Citadel, cant remember and i have a cat on me so i cant go look... you can find it at most hobby type gamestores (where dnd minis are sold) and has characters from Dork Tower on the can... it behaves about the same as testors does.
