Have you spoken to the seller? She is pictured with the beret and I cant see anything in the description to say she was coming to you without one - I would try that as your first measure as you are bidding for what you see in the picture [unless there is a qualification in the listing] so the seller should have included the beret.

Yeah, I thought that too, but there was a serious language barrier so I didn't even want to deal with trying to bring this up to the seller. I just figured it would be more stress than it's worth so I'd rather just try to find one at a local store.

Have you given feedback yet?  I've had good luck getting problems with sellers in China fixed if I haven't given the requested five star feedback yet.  Sometimes I get what's missing or I get a partial refund.  Just keep your English really simple and non-confrontational such as: "I did not get the hat.  What should I do?"

I did leave positive feedback already because although she was lacking her hat I was thrilled with the plush. I may notify the seller of the lack of the hat anyway. Thanks for the advice guys!

I would try some on line kids clothing retailers to see if you can pick up something in the smallest size possible or even somewhere like etsy - just type "Children Beret or Children Hat - Charcoal Grey Vegan Wool" in to etsy and that looks like a cute option.
