Glad to see that Ebay is implementing some changes to their system that make it a fairer site for everyone to use.

They are referring to Feb 2013. Ebay has always been slow with implementing changes.

I just had a bad thought about the whole three day waiting period. This won't help much if people can still open cases with Paypal...
