Freckles are abnormal collections of melanin in the skin, it indicates skin that is easily damaged. Ticking is a color genetic and indicates no problems with the skin of the dog. There actually are blue ticked beagles that look like blue tick coonhounds. I cared for one at the boarding kennel I worked at.
