Wet the tinsel, place it in a damp pillow case and use a clothes iron on a flat surface over the top of the pillow case - press it dont "iron" it and dont let the pillow case or the hair in it get too warm! I know it sounds odd but honestly thats the only way I have managed to tame tinselled hair over the years.I am sure others have their own methods though!
I wouldnt use a flat iron on tinsel to be honest you may remove the tinsel coating or simply melt it. I think I have read of people having success with it in the past but for me its far too risky.

Put the wet tinsel in the damp pillow case & sandwich that between your flat iron using the lowest setting (mine is 200 degrees).

I've heard that dryer sheets can help with that but I've never been able to find any.
