Looks like it. Mix a little bleach and hot water, fill the body and head (a cup helps keep it from falling over) and leave it overnight. Dump and use a small toothbrush or cotton swabs to scrub it, then rinse well. That should do it but sometimes it takes more than once.
I'm afraid that's mould Try hot water and dish wash liquid first and scrub inside with a toothbrush, it doesn't look too bad and should hopefully clean off with that. If not dilute bleach and hot water as Cuddle has suggested is what I would use.Love pkw xxx
I've been reading using cleaning grade vinegar is better for cleaning mold off of stuff rather then bleach... Bleach doesn't kill the roots?(But then again I'm getting that off home improvement sites that I'm looking at).

I mean cleaning vinegar that's not for cooking. (It would be for killing it-- but sounds like you diluted, so I suggest trying it all full strength)And I think you'll have to scrape it out with something hard like metal as its probably stuck in the surface.
