Looking for information on Rainbow Totsy doll

I've looked everywhere and I can't find any information on this adorable rainbow-mulleted creature!  Has anyone seen something similar? She is only marked as "Made in Hong Kong" but someone told me they thought she looked like a Totsy doll.

I find Totsy doll/pony set info incredibly sporadic and rare—it's a bit of a mystery! But wow, I just adore her! Those giant rainbow brows (at least I'm taking them as eyebrows, an awesome look as far as I'm concerned)
