Yes, people do that.  There are a lot of "party pony" rentals where you rent a pony/ponies for a child's fairy tale/princess/MLP themed birthday party and the ponies show up dressed for the role with dyed bits and sometimes fairy wings or fake horns on.

I gave a pony a rainbow mane for a costume competition wayyyy back in the '80's. She was very light gray so it showed up really well! It was done with wash-out spray dye.

They sell horse-safe body paints, so it's probably been done. The only problem would be to find a horse that'd put up with being painted and/or dressed up lol!

I can think of one time two of my friends accidentally dyed aa white horse purple with the shampoo they were washing him with. He was a very lovely lavender for a few days if that counts for anything

Love it! I'm not a fan of dying animals' hair (you don't know if they will have an allergic reaction or not), but that's a cool way to dress up your horse!
