The brown spots are caused when the plastic breaks down. The plastic has had brown fire retardant chemicals added to it that are released as the plastic breaks down, appearing as brown spots. It isn't 'catching, but it's thought that certain conditions (humidity, temperature fluctuations, UV light) can increase the breakdown of plastic. So, some people see brown spots appearing on many items in their collection at around the same time, but this is probably because they have been kept in the same conditions, not because the problem has 'spread'. The plastic has been breaking down ever since it was made, it's just now got to the stage where the brown spots can appear. Nothing lasts for ever, due to a scientific thing called entropy. So yes, one day they will sort of turn back into dust, sorry. I would avoid ponies with brown spots since it's a sign that they will have a shorter life span. But really, it probably doesn't matter all that much. Old paper gets brown spots for a different reason - some collectors will avoid it but that shouldn't stop you owning something you will enjoy.
It does depend on the pony. If you PM me a link I can have a look at her for you and tell you if she's worth $15 but I'd say it's unlikely. If you get ponies with brown spots they should usually be a lot cheaper!
