You might just be hitting a cheap Target. Target prices aren't set, and some Targets are cheaper than others. It depends on the location and a few other factors I haven't quite figured out yet.
An example:
At the pricey Target:
Blind bags are $3.99(sometimes $2.99) each
Singles are $6.99
Fashion Sized ponies can top out at $16.99
At the cheapest Target in the area:
Blind bags are $2.49
Singles are $4.64
The same Fashion Sized pony is $12.99
The rest of the Targets range between the two. You can tell if you've got a cheap Target or an expensive one by checking the singles prices. That's usually where you see the most consistent differences. Cheap Targets seem to be cheap across the store, and expensive ones are expensive elsewhere as well. They all follow the sales listed in the weekly flyer, but prices for things not on sale can vary widely. Not all items will be different prices at different Targets, but the price differences will pop up in other places.
Target will price match its other stores if you have a receipt(sort of). I actually bought two FS ponies for $16.99 at the expensive Target, and then went to a cheap Target and saw them for $12.99. They wouldn't refund the difference without the receipt, but if you can bring the receipt back within 7 days, they will refund the money you overpaid. They will not price match what you saw things selling for at another Target unless you've already paid for them and can show them the receipt. I've tried. Sadly the expensive Target seems to be the one with all the blind bags around here:/
