Is there any differences between the first FS Rarity release and 2013 re-release?

I don't think so, except that I've heard some people have had trouble with the re-release's plastic being squishy.

Do you mean between the current Rainbow Power Rarity and her previous FS release? As Lucky_Ladybug there is obviously a plastic different as well as symbols and hair. However if you mean the first Rarity's repeat release in a later wave where she had the same accessories, then there is no difference its the same pony.

Is it true, that the new rainbow power Rarity smaller than the previous FS toys? If so, is RP Rarity the first "smaller" fashion style figure?
Also, how much rows of hair does she have in her mane?

My RP Rarity has four rows of hair.  I can't say much about the size since the only other FS I have is from the Pinkie Pie's boutique line, and she is the same size, or possibly a little smaller.

A little smaller. Not too notable however but enough that you can see a difference if you directly compare. And yes her and the new Fluttershy are the first with the size difference.
