I think so far it's Starswirl, regular Daisy Dreams and Rainbow Flash who are Europe exclusives. Daisy Dreams was recently sold in UK Toys R Us so she's definitely more common.

the new Twinkle Balloon exclusive from Kohl's that includes a Daisy Dream has that Euro/International pattern
So that makes her a 3rd variation?
As others have said they are more international releases then Euro specifically and even then a lot of countries did not get them. Starswirl is particularly expensive because of them all she got the most limited release and she got it so early on that a lot of people missed out on her. Skywishes and Ploomette also turned up in only a few locations but they were later in the line and therefore a lot of people were aware that as "bonus" sets they were going to be international exclusives - plus a Taobao flood of both ponies via ebay helped a little. I think the $70+ mark is high for Starswirl - if you look at an ended auction search she is about half of that in actual value. I think she is a $32-35 pony and likely to stay there for a while. Rainbow Flash can run quite high sometimes, often up the same kind of price as Starswirl but not always as high. But really Skywishes, Ploomette and Rainbow Flash are the only ponies which were not available in the US to date.
I just saw Starswirl on ebay selling for $73 with 32 bids andthere is still 3 days left of the auction O__O
