Which are these? I've looked through Strawberry Reef and various fakie lists and not found any matches... they look a lot like Strawberry Reef's Mini/Prize Figures section image, but the toy pictured doesn't actually appear in the section.

Wow, I have never seen those before! They're adorable! They really remind me of the G3 busy books figures. They have the same eyes, paint job, and style, but these two clearly aren't included in that set... I wonder what they're from?

This is just a random guess here. They look like the plastic/rubber-ish 3D figures, on bath soap bottles. Usually on the top/cap.  When I was a kid, in the mid 80s. Star Wars had similar ones. Or others that half the body was the bottle and the characters head, unscrewed as the cap.

Okay, there are some good candidates here. The Skywishes looks similar to these toothbrush holders in particular, and the Wysteria might match this Royal Bouquet. I guess the photo I posted was mirrored for some reason? None of those pictures have these exact combinations of pony and pose, though. :?

Hmm, they look like perhaps they were made to be cake toppers? I've never seen them before, either.

I was thinking cake toppers too. I had a rainbow dash one that looked similar in design.

They were part of a set were they not? I think there was 3 or 4 of them - including RD and Minty. But I am not 100%

That is very possible they could of been cake toppers. They look like they could be.
