Hoobly Requires Phone Number?

I just went to log into my hoobly account after a very long hiatus - and they won't let me access my old ads before I put in a phone number and 'confirm' it by calling a foreign number.

Is this... normal?

Whoa, what's a hoobly? Do they have a phone number in their site you could call for technical questions? Craigslist sometimes asks to call you and so does paypal... Doesn't sound out of the norm...

Hoobly is an online classified site, similar to craigslist. It just seems odd that they want me to call - I suspect they just want my phone number to sell to telemarketers.
