Weird email from eBay seller

So I got an email from an eBay seller I purchased a few MH dresses from and I'm having a really hard time figuring out what they're trying to say. I think it's mostly a grammar problem (the whole thing is just a giant run-on sentence) but they also mention something about DSR (no idea what that is) and something about Paypal. I'm still kind of new to eBay and have never sold there so I may be missing something because of that as well. Anyway, can someone maybe translate what they're trying to say and what, if anything, they're asking me to do? Here's what the email said:

Hello, thank you for your purchase, your item/items have were packaged and prepared for shipping Saturday 7-6 (sorry I thought I sent the email but I guess it was left in "que"). You should have received an email from paypal with shipment  information by this evening, if I can help further please let me know, *also due to recent negative feedback  from a prior buyers I ask if you have a problem please do contact me first before leaving feedback to have a chance that something can be worked out, and because of previous buyers leaving low DSR's for "shipping time" (10 low rating out of 2,518 transactions) my ability to access funds from your purchases is now being held (the funds are held by paypal for up to 7 -21 days)  I do ship within the time frame I stated on the auction within 4 business days it is right on the auction page before buy so if this time frame doesn't work for you you know ahead of time, I do try to ship sooner but sometimes it cannot be avoided so please keep this in minding when posting DSR's for sellers as I am sure you would not want to sell items and have to wait to get your funds even though you have already sent them out and also I cannot control the packages arrival once the post office has them as I am sure you can understand, I thank you for your time and attention, and I do appreciate your business.

I'm guessing she has had a couple of people give her negative feedback and low 'star' (DSR- detailed seller ratings) ratings on Ebay and so Paypal have put a temporary hold on her money until she 'makes up' for the negative feedback.

It seems like people have given her the bad feedback because they feel her shipping is too slow, so to avoid you doing the same, she just wants to remind you that her items are shipped within the time that she specifies on her auctions.

I think basically they are saying they shipped on time, but forgot to update the status.  So, they didn't want you to ding their stars for shipping thinking they have shipped late since that sort of thing has happened to them before. 

Processing date should be on the package anyway.  It sounds like they are just covering their bases.

Agree with above-  sounds like she wants to remind you that she is shipping timely per the time she has on the auction-  and also before you "ding" her with a low star rating, to please contact her first-

Sounds like she is a bit frustrated at some of the ebay rules-  I think they put holds and restrictions on seller accounts (especially international) to motivate international sellers to make shipping free... >_<

Ok, that makes sense now. Thanks. I usually give everyone 5 stars for shipping unless the postage mark on the package says it was shipped after they said it would ship. So far, I've only seen this twice, both times the package wasn't even sent out until at least a week after they said they'd ship and I think they deserved the low rating.

Honestly I am sick of this star rating. People are not using the system properly and its causing major problems for sellers.  I agree with what others have said.

It's just a seller doing their best to inform buyers of how the star system works, because most buyers don't know or care, and it causes a huge mess for the sellers.  It was not done in a very well-written way.  :( 

However...  I get more than irritated about sellers complaining about hold times on their money and how it costs them to ship.  When was the last time a grocery store manager complained to you at the register about the cost of shipping your milk so you could come buy it?  :(  They're called overhead and operations costs... also know as expenses you deduct from your taxes...  they are part of running a business...  gahhhh...  Paypal holds money to ensure they can obtain documentation about it, so that they have a record of it when they search for laundered funds amongst the billions of dollars they exchange each year - it's how they exclude your transactions from anything nefarious.  ;)

A lot of times when I sell on ebay it's because I'm flat broke. I don't have money to even ship the item til my Paypal funds transfer from my Paypal to checking account. This is why I state I have a 5 day handling time, to let my buyers know. After the item is bought, I message the buyers and let them know that I'll ship their item as soon as the money transfers. So far I've only gotten a few people demanding their items NOW (even thought it states in my description that there's a 5 day handling time) Some people are impatient and I think the star system isn't always fair.

That star system is poop. I've received 100% positive feedback and no seller has said that my item wasn't as described yet I have like a little part of my star missing? They need to remove the star system I think. I just do free shipping and try to contact people when I plan on mailing it. If it's a weekend or holiday remind them about the delay in shipping etc. Or if I have bad weather I send them a quick note and I have NEVER had anyone complain about shipping. I think if you keep good communication people will not ding you. Then again some people are just butthats.
