PC/ID on brushable bunny toy?

Hi! I recently found this toy at a garage sale in a bag full of G1s and a few other "MLP-esque" toys. He doesn't seem to be one of the Hasbro released brushable bunnies, and I was wondering if anyone here could help me figure out what he is? It seems like he's made of the same type of plastic that MLP G1s are made out of. I think he's quite cute, especially with the weird brushable chest-fluffy he has. Here's a picture:

He doesn't have any company markings or anything, just "made in china" stamped on the bottom.

As for stains, he doesn't have any visible marks or anything but he is a bit generally dirty. I haven't given the poor thing a proper cleaning yet, aside from brushing his hair a bit.

He reminds me of a Comb Gnome from Lady Lovely Locks but those are little hair clips.

I used to have a small blue donkey that must've been from this same set of toys. He had tiny tufts of blue hair coming out of his head and chest like that. It was the wierdest thing I'd ever seen. I have NO idea what they are from, though. I found that donkey at a thrift shop in like 1999, but have since gotten rid of him. I used to have a pic somewhere, but I can't find it.
