Another Unidentified Figure

Here is another figure I am having a bugger of a time identifying.  He is a Marvel character, and looks like he could be from the Marvel Legends line.

Any ideas?

Hubby says it's Green Goblin from Spiderman The Movie 2. He doesn't know any more than that, but maybe that will help.
