How did you make the tails? I want to make one. What clay did you use? Sculpy? Any tips on scales? I have no clue.

I sculpted the tails with apoxie and both my girls got fantasy film fins. Use whatever sculpting material you feel comfortable with.

If you don't want to sculpt you can sew her a mermaid tail. I have a barbie one laying around that I altered to fit my MH girls.

Since the Siren tail fits CAM ghouls and guys, once Mattel makes a Slow-Moe doll, the CAM gargoyle I have acting as his stand-in now
will become a merman ship's figurehead. Getting his land-legs, so to speak. Haven't decided if I'll leave the tail as-is, or
paint it with that textured Fusion stuff to match his skin tone.

I haven't made a mermaid, but for my naga I made the scales on the with the end of the ink tube from a pen, though anything small and cylindrical would do. Tedious, but it works.

Well, mermaids aren't exactly all smiles...I am going for a more "monstrous" look.

Angelkitty, that looks wonderful and is more along the lines I am trying for!

Is there something I should use as a base?

You could try to find something for a base, but honestly if I were you I'd just sculpt a tail. Painting sculpey/clay/apoxy sculpt is easier than trying to paint rubber (as I've learned..)

If you haven't sculpted before, I recommend sculpey over apoxysculpt/airdry clay simply because you could take your time getting it right (sculpey doesn't harden until you bake/boil it.)

Actually it will if you leave it where the sun can hit, I suggest tucking it into a zip lock to be safe.

I use wire to make the shape and then bulk it out with foam and cover in foil and then use magic sculpt and a scale tool I made based on ones I saw on Esty.
