There is a vintage care bears book called "The Care Bears And The Witch Down The Street". I don't know of any care cousins books like that, though.

Misleading.SpoilerThe witch is not a witch; the kids just think she is. She turns out to be a sweet old lady who is just being teased by the kids because she's an old lady who lives by herself.Actually, a lot of the hardcover old care bear books don't really have any villains per se; they're more about the kids learning life lessons ("A Sister for Sam," "A Friend for Frances") but I don't know a lot about Care Bear Cousin books.
