Help! Ripped hair plugs

So I recently acquired a Cotton Candy with no tail and no mane that I may attempt to rehair.  Notice I said, "may".  This is because nearly all of her mane plugs have been ripped straight through - she has a big  wide gap if you squeeze her head! 

How do I deal with this?  My husband recommended taking some fishing line and tying the plugs of hair to it as I affix them inside the head and attaching the line through plugs that aren't ripped, but would this actually work? 

Looking for some advice from the experts here!  :)

Maybe a light coating of mod podge to make a second skin? I only deal with a few ripped at a time but I just plug them as normal and just be super gentle till I can glue them.

I was going to recommend gluing them with a fine superglue, but I don't know if that'll hold up to putting the plugs in, since I've never personally dealt with this problem before. :huh:
My creativity keeps running into a lack of time and resources.  :cry:

Ooh...not sure if this will help...but I had a G4 that came straight from the package like that on one row of plugs past her right ear. There was barely any plastic holding the row together, so I panicked a bit at first, then took a toothpick with mod podge and gratuitously covered the inside of the ripped seem (after taking the hair out VERY carefully...it seriously took forever. U_U; ) and held it together for an hour or so. It held together. After that, I had to stick a needle through carefully to make the holes again. It stayed together, so afterwards I took a brush and coated those plugs extra so they would stay better...

Someone once mentioned patching with clay before, but I don't know where to find that.
