It looks more like mold, it's a dark dot with a ring around it. :/

Well mold is much better news than regrind or cancer because mold can be cleaned out for the most part. You may want to keep that pony away from some of your other ponies so that the mold doesn't spread.
I haven't had a pony with mold before, but I know some of the other members have tips on some good ways to clean it out.

Sounds like cancer unfortunately...at least thats a little more containable - although like with regrind it will come back even if you clean it up. It could also be the start of a regrind patch - I had this with my Steamer - it had a dark centre and then a pinkish aura around it but when I carefully cleaned away the centre dot I was just left with a regrind patch. Party Time is such a notorious pony for having problems...clearly for this pony pony diseases are genetic

I've heard about Part time that she can be a struggle to keep nice n tidy cat. :/
About the plastic, is there any Part time that is still soft in the plastic? Most seem to have hardened.

Mine's hard as a rock and covered in regrind. Oddly though she's my husband's favorite pony. He thinks she must have partied too much!

Honestly over the years although I have seen the odd member lucky enough to have a nice regrind-free, still with pink stripe squidgy Party Time - they are certainly in the minority!
