For ponies, use acrylic paints.  If you don't want to spend a lot, you can start with inexpensive brands that come in bottles, at walmart, michaels, or other craft stores.  You can get them around a dollar a bottle.  Better paints will do better in general, but I use the cheap stuff and usually have no issues.  It's also better to water them down a bit, they go on smoother, with less brush strokes.  Lots of light layers instead of a few thick ones.  To help prevent sticky-ness and chipping, you also want to look for a good sealer, like watered-down modge podge or testor's dullcoat.

I use just the apple barrel or folk art acrylic paints and they work great :3 given advice here on the arena I now use Liquitex clear matte for my sealer :3 Testors Dullcoate was also recommended, but I can't really spray my ponies outside without looking like a weirdo at my apartment complex XD

A lot of model paints are enamel. That's not good for ponies but you can use model acrylic or acryl paints and those work good.

After experimenting with a few brands available at my local craft store, I pretty much stick to Folk Art.  Apple Barrel isn't too bad either, but I'll stay away from the "My Studio" brand they sell, because it's terrible.
