Judging from the photos, I'd deffo get the heads off, remove the tail and scrub inside and out.  If the washer is rusty and you want some advice feel free to PM me. 

Get a toothbrush and use hand soap, then toothpaste.  Try magic eraser with caution if necessary.  You could try using hot water and oxyclean (vanish oxy action etc) with Majesty too just in case or any that seem to have mould unless they have twinkle eyes or glitter symbols.

Condition hair and rinse by combing in hot water and put into curlers to dry.  You can comb the curls out after with hot water to straighten and the hair should be smoother.  If you need a stronger technique PM me.  As others have said make sure they are completely dry inside before reassembly.
