I'm selling a character to someone, which is a 100% digital process, and they sent over the USD part of the payment earlier today. However they didn't mark it as not needing to be shipped. I'm not going to risk getting scammed so I refunded the money and linked them a tutorial for where the options are to change that. They just resent it and its exactly the same (except that they added a bit extra to cover the fee, which I didn't mention/ask for at all but is mentioned briefly in the tutorial so now I feel awkward)... I'm not sure if they just don't get it or if something else is going on?

I can't grab a screenshot right now but what it says on the "View details on classic site" is:
Seller Protection
Not Eligible
We have no shipping address on file.

If it matters at all, it does say that the buyer is Verified.

I've poked around but I can't find any way to edit the transaction, although I swear this at least used to be possible. Do I have to refund them again or can I edit the transaction and its just hard to find? I've never sent out an invoice but I assume there's a way to mark that its not something that will be shipping, is that correct?

When you go to add tracking info you should have a dropdown menu that says "Order Status". Under there, there's an option for 'Order Processed/Services Rendered' :)

You MAY need to view on the classic site to add tracking info, that's what I had to do.

Where is the option to do that? I was able to grab a screenshot and this is all that's shown.

It should be on that page but you're getting something quite different than I get - maybe it's because there's no shipping address on file? I'm not sure what to do in this situation.

I thought that might be the case. I haven't used Paypal much in quite a while but the page seems rather bare.

I've been thinking about just refunding and sending an invoice but I really don't want to end up in the same exact situation a third time, in case its something about their account.

Since no one knows what to do I guess I'll refund and send an invoice. Hopefully it works before the buyer gets upset and backs out.

Or not... are you not able to set it to not needing a shipping address? I put in the email & amount and then all that's next is it asks for a note with a "Request Money" button. This is ridiculous.

I think you need to contact Paypal directly and ask them. They know their system best, and can see your account from the back-end and let you know exactly what to do.

Since sending an invoice isn't possible I messaged the buyer again. I told them I refunded with the plan to send an invoice but that it didn't work. I showed them the screenshot and asked if their account has an address attached to it so we'll see how that goes. They might just want to back out at this point.

My MIL just got off the phone with Paypal (since its her account) and apparently they've changed how they handle online-only transactions. You'll never ever get seller protection without a tracking number, but the person claimed they won't auto-rule in the buyer's favor. The seller just needs to collect screenshots of the whole transaction. But I'm still very doubtful... I don't think Paypal would understand how a character sale works, or even what it is, if the buyer tries to pull a scam so I'm still worried.

Needless to say I won't be making any more online-only sales again, which really sucks.
