Extreme frizz?? Unsure of what to try next

  So I recently got a Scoops! I've been wanting her for a while, and she's in such great shape too, just some dry frizzy hair. I've conditioned it and detangled it, a couple times now. Its much softer than it was but, the ends of her mane are crinkly and all squiggly. It doesn't look bad from a distance, but it still feels awful.
 I have no idea if the boil method removes the squigglyness of the ends? Does it work? Or are there other methods?
 I'm almost considering getting a Scoops with nice hair but an okay body and doing a transplant? (Of course the donor Scoops would be getting an alt rehair or something, I wouldn't leave the poor girl bald!)
 But I want to avoid that hassle if possible.

You could try a straight iron.  Wet the hair, slather it with good thick conditioner, and section it into small pieces.  Then, working from the body outward, quickly run the iron down each section of hair.  You can do it several times, just make sure you never let the conditioner dry out fully.  The nylon needs some protection from the heat.

If conditioner doesn't work try a flat iron on low and fabric softener. I find that works very well too :)

Fabric softener can work wonders if you're persistent, but be sure to get it all out. A lot of times I found that if I'm not really thorough about getting it all out at the end, my pony's hair ends up feeling kind of gummy after I'm through. :P That stuff likes to stick around.

yeah I had to wash it a couple of times to get it out but their tails and hair smelled nice :)

I've done this with doll hair. It can really take some time, so be patient with it!
