It definetly can. My Baby Cotton Candy's hair is white.

Her hair color is commonly known as "fading pink", that should say it all.

I didn't know that Baby Cotton Candy had fading pink hair. I thought it was just regular (non-fading) pink.

Most of them have usually faded quite a bit. Her hair when she was originally released is very very pink!

She is cute both ways however.
