paypal charging buyers fees now?

I haven't been buying much lately with so much stuff going on in my life now (school, work etc) and only recently made a purchase from another member for a few accessories I needed. I logged onto paypal and noticed they have again changed their look. I went in to send money to the person who is in Europe and it included a .50 fee to the buyer for using a bank account. Is this something new or did i do something wrong since I haven't logged into paypal in months?

When you send money to someone for personal reasons, in most cases a fee applies. So it's not anything new. The fee is based on the countries and currencies involved, the amount you send, and the payment method you use.

It's only free if you are sending a personal payment with a bank account or paypal balance, to someone within the US.  Otherwise either you or the person you are sending to, pays a fee.

The international fees can be quite high I've found...

This ^^ I was going to say basically the same thing    I first noticed it when i sent payment as a gift some years ago so  its not  new  , its been like this for as long as i can remember.
