Is that a sign of interior mold/rust or could it just be the glue that turned yellow overtime?

Its just glue. If she is a deflock its probably just left over glue from the flocking which is caught in her neck seam.
Thank you Matcha for my gorgeous Baby Fifi avi

Like Cat said, that's definitely glue. If you want it gone I'd say pop her apart and take some acetone and scrape it off. Sometimes the flocking/glue goes all the way into the neck seam. (That's the way buttons was when I deflocked her.) Her head may also sit on better once you remove it...

I agree. My deflocked ponies all have neck seams that look similar.

Yup, just glue from the flocking process. I always pop the heads off my deflocks to get the glue off the neck seam, and while I'm at it I replace the tail washer so I don't have to worry about rust in the future.
