So tried the Modge spray on a girl I'm working on.  Another brand of glossy stuff on something else.  Not overly glossy so far, but stinks to high heaven.  Yay for nice weather!

I agree with everyone about Testors Dullcote being the best.

Another affordable option that I have used before, and works well, is Krylon Matte Sealant.  Many, many thinly-sprayed coats... I usually spray it between painting the base/body and before the symbols/eyes are painted on.  And I always finish off a custom with at least 3 layers of sealant, just because I'm OCD like that.  Krylon Matte Sealant has worked very well for some of the Funko Mystery Mini customs and several custom action figures (She-Ra) I've done in the past.  It isn't glossy, but some colors seem to "pop" a bit more after it has been applied, I've noticed...

I've used dullcote but I've also used mod podge and for me it mostly depends on what I'm doing. Mod podge isn't good for FBRs but it works great for sealing little things like symbols and eyes especially if it is already haired.

I used to be all about Dullcote, but the last couple of times I've used it, it's gone slightly sticky afterwards - like, it seems to dry fine, but then it slowly goes tacky. It's frustrating.
Looking for: Alternate Birthflowers, Baity wingers, So softs - both minty and for deflocking - and DREAM BEAUTIES!

I've largely switched to dullcoat.  I had trouble getting a nice consistency with mod podge and if it went on too thick it became a little tacky.

the kinds I've used and the issues I've had.

~ Krylon- once and never again. The pony is sticky
~ Dullcoat- once. Undecided if I will use it again. It slightly darkens the area with each layer, had to apply the same amount to head and body, also wasn't flexible for me and caused cracking when putting in hair.
~Mod Podge (non spray)- used more then once but still iffy about it as well (thinking of trying the spray). It can add an ever so slight white film over pony if not watered down right or builds up in areas and can smear paint.

I haven't found one that I would recommend.

I feel your pain, ive been experimenting with my paints and dullcoats to figure out what causes the stickiness... so far im still stumped on whether it was the sealers fault or not... could be the sealer, the weather when I was sealing (tho I usually only seal outside when its nice out), something like can-shakeage (did I shake it enough beforehand???), or the paints ive been using...

still trying to figure it out, cause for example, the first batch of babies I did; Fizzy, Masq, and Whizzer, two got tacky down the road. Fizzy remains perfect tho... but she was also the first one I sealed in that batch, so doubt its an issue of not shakeing the can enough, as I shake it between sprays all the time...

testing my paints now, as ive noticed certain colors seem more prone to going tacky. white is the WORST so far (Folk Art was my go-to brand). ive done... (does some quick math) 4? white customs, and ALL of them have gotten ridiculously sticky and required a LOT of work to repair them... my current commission is a white one, so im trying a different brand of paint on her for the white to rule out Folk Art being at fault (using Artists Loft)

also changed my dullcoat brand a few times... when I started im pretty sure I was using Testors, then when I had a few tacky ponies I went to Armory, then kept getting tacky ponies, and decided to go back to Testors thinking maybe id had a bad can or it might have been the paint... im still on Testors til I figure it out lol

*end rant*
hopefully some of this will be useful to you guys.

sidenote: so far the colors that seem worst for tackiness (by Folk Art) are white, yellow, and a few shades of pink(cant remember the actual ones id used ugh) BUT every single Fizzy ive made is still bone dry and awesome, so Americana's Bahama BLue is safe.

Speaking of colors and such, I sprayed Modge Podge brand over Folk Art pearly yellow.  So far so good, but when I went to put the symbols on the first couple of layers beaded up a bit.  Normal?
