At what point is it appropriate to file a NPB?

I did send two invoices prior to filing a NPB, so :/ If I don't get the payment in the three/four days (I opened the npb yesterday) i'm going to close the case and post their username.

I think i'll start listing how long people have to pay in my auctions too :/

That is a good idea   while some people will still be NPB or slow, it does help a bit to have your time limit for paying clearly stated in your auctions or listings
