As others have mentioned here it is completely your call; not to mention it depends on the pony and what the issues actually are. In addition it also depends on the collector. What one person will call a bait another may not; similar to how different collectors have different standards on what is good or mint or poor.
I would price them subject to their condition, rather than pricing them as bait - that will allow people to decide for themselves if they are willing to pay a slightly higher price for them and restore or display as is. If they dont sell at the condition price, then they would need to be priced down to bait
