Giving a pony a perm?

So I'm going to be starting a custom pony for my mom for christmas. Its going to be based on merida from brave. I reallu want to give her those curls, but I have no idea how. Any ideas?

I curled my Pinkie Pie with curlers cut from drinking straws.

I know Merida has all those lovely curls, maybe just like stirring sticks cut into short lengths and just do tons of curls?
