Oh my gosh guys I'm soooo happy my dolly hair FINALLY came in the mail yesterday! It's pilot pink to pink (pink to baby pink) and purple to blue I'm still wondering about his head and neck, the last custom (rainbow dash) her head couldn't fit on her neck :( sad Prim.

Pictures of rainbow dash?

How do I cut the plug out of the g4 pony's neck in such a way where after I rehair it the head will fit to the neck and not be too small.

If you cut the plug out of the body nicely you should be able to glue it back in to look like it originally did.
If you're talking about getting the the 'neck' to go back into the head then it helps to warm up the pony with hot water or carefully with a heat gun to soften the plastic enough to be able to pop the head back on.
If neither of those are your issues then I'm a bit confused.

This is good advice.  Are you damaging the neck when you take the head off, is what what you mean?
