Unidentified Street Shark Figure

Just recently got ahold of a lot of 20 Street Sharks action figures.  I've managed to positively identify most of them, but there is one that I just keep coming up blank on.  He is black skinned, has a silver mouth and throat, and wears a maroon jacket.

Here is a shot of him front and back.  Any ideas who this one is?

I would check the virtual toy chest , that may help. Or I would go ask hime on ghost of the doll they might know.

Its hard to tell because the toy originally had a facial accessory that obscures the face.

Wow, I remember these. I think I had one when I was a kid. It had orange claws that could extend.

I can say it was a very short lived cartoon and toy line , and is one of the more obscure ones.
