Need hair help!

I have Sky Rocket here.
When I got her, it looked like left-over conditioner was left in the hair so I just ran warm water over her hair for at least 2-3 minutes to get it all out, and then sat her out to dry.
Even after she dried she feels like theres still a lot of conditioner in it. Now I am starting to think it is not conditioner. It feels kinda greasy, and I can't do anything with it (tried to curl it).
What do you think I should do?
Anything helps!

Maybe it's a rehair with saran?  It has that kind of texture...

Her head is still sealed... I don't know. I could try shampooing it or using dish soap to she if its gunk on it.

Looks like it's has something oily in it.  I vote for dish soap.

Have you tried a degreaser? If there is some kind of oily coating on it [left over from some kind of product] you will need something to remove it.

Update: the dish soap worked! her hair is now soft and gorgeous thanks!
