Sooo about that stencil paint creme...

So I tried this on a fakie

and I waited a bit because paint stuffs generally dries fast enough to touch.. I think I waited about an hour-ish... and well... I touched the wings and the paint creme never dried... So I had to read the description again on it...

"Delta Stencil Magic Stencil Paint Creme is concentrated, permanent, oil-based color. It may look solid, but it is smooth and creamy when applied. You can blend and mic colors too."

Yeah I missed the oil-based part I:

When I used oil paints on my 'A' level art works they took ages to dry but eventually they did dry, I think it took about a week. They must dry eventually or else what is the point in them lol

Oh I was using lots of mixes with my oils so that might be why it took my work so long to dry?!

Oil paint is bad for plastic. It stains, and I've heard that it can also eat away at plastic, too.

I have used oils once. (on canvas though, not plastic.) Hated them. They do dry though, it's just that you have to mix them with a special medium, then they will dry over the next day or so if I remember right. If we didn't do that they wouldn't dry, so sometimes we'd work on our paintings day by day, then when we were finished, coat it in the medium so it'd dry. But yeah. xD Sorry to hear that stuff's oil based :/

It does dry, but it takes decades. Eventually all the oil in the paint solidifies, leaving small cracks

I agree that oils on things like canvas and wood do dry--eventually--but it takes a long time.  Unfortunately they react with the plasticizer in pony bodies to make a sticky mess and are not recommended for customizing unless you thoroughly prime and have time to wait for them to dry.  Sorry your experiment didn't work out--it's easy to miss the fine print on a new product like  that.
