Is it safe?

I did some sculpting on a pony and baked it, only to find out afterward that she has a huge rough spot on her neck that I missed.  Would it be safe to bake it again?  I mean, would it harm the pony or burn the current sculpting if I baked again?

Assuming it's mostly cooled off between bakings, it's fine.  Follow the standard baking procedures for the thickness of your material and as low a temp as you can while still hot enough to cure it.
I had a LOT of bad luck with polymer clay until I invested in an oven thermometer and a timer.  And learned to keep my grubby mitts off until it had cooled past the rubbery state.

If you overbake the clay will be more brittle and prone to breaking and cracking, so you don't wanna cook too much. But like the others said you can do multiple fires with a lot of success as long as you are careful about temperature and how long you leave it in.

Assuming you're using Sculpey, I can't speak for any other oven bake clays, you're good to bake it as many times as you need to (but do allow it to cool between bakings). I've only done one custom with baking and I probably baked it about 50 times. I usually bake around 200 or even lower for things I plan on baking over and over again- then on the final cure I bake closer to the regular temperature for slightly longer, so as to make sure everything's fully cured and not crumbly.  I have had very very thin layers of clay crack on me, but have been able to patch it up with a bit o superglue. c:
