Is this a Sweetheart Sister Prom Queen skirt?  Is it even a pony accessory at all?  If so, how much is it worth?

It's a G3 accessory which came with the Friendship Ball Eveningwear Dress-Up Sparkleworks.  I've no idea on price though.
