Could I use this fakie for a starter custom?

Reason I ask is the hair pattern is a bit...odd.

Yep!  You can rehair her.  It will be tricky in the areas with broken plugs, you'll want to use more hair there.

You can always use a push pin to add plug holes and even her out. I use the knot securing methods for broken plug holes like that since its wider and less likely to pull out till I glue it. I personally have just found I get a thicker more even look that way but I know not everyone does.

I second CSA & SLW; you can make new holes with a pin to give her full lines of hair, and I too recommend the needle & thread or wire method, the knots will help to secure the hair in place. These methods are also usually a bit more gentle to the plastic than the tool method. If further splits occur while rehairing, just continue carefully, skip some holes if needed, and squirt some glue inside the biggest gaps after rehairing. If the neck splits, that is. It doesn't look that bad so it might well be that you'll have no issues rehairing her. :)
