Can't speak for Gargoyles but in Toy Story it's "Falling. . .  With style.". 

Anyhow, looks like Scootz can fly a little bu I can't explain why she goes to school in Ponyville.  Maybe her parents want her to socialize with other ponies besides the flying ones?

I imagine that not every pegasus in Equestria is born in Cloudsdale.  There seem to be all types in Ponyville.  I imagine some are born and raised there.  C:
