Yes, it is indeed Munchy dressed as Lady Gaga in the meat dress! I made that outfit for her for the Arena Halloween photo comp a few years ago. I really stupidly deleted all of my photos but the avatar. It was pretty awesome if I do say so myself. I think Munchy is the perfect pony of it as she is already covered in hot dogs and hamburgers so she clearly doesn't have an aversion to meat.
