Yeah, each one of the Peruvian Windys I've seen have all looked like that and the eyes and symbols seem hand-painted.

Thats about what I paid to get my Peru Windy and she is one of my faves otherwise I would snatch yours,I am interested in Pinwheel but more pictures of her upclose etc would make me know for sure
