Ebay Feedback left by NPB?

My last 3 threads in here have been on 3 different issues but all pertain to the same bidder on an ebay auction...the proverbial "empty cookie jar not just a few cookies short"...

So here is todays oddity - can a buyer really leave feedback after I have opened a NPB against them and won the NPB case? 1) This has happened and I now have feedback from a buyer who I gave 3 weeks to pay and then who didnt pay and 2) he left me positive feedback [so this is not really a complaint although the feedback makes no sense and I am asking ebay to remove it] but can they then resubmit it again...surely the transaction was cancelled and no feedback could be left by or for either party?

I just checked an old BIN that I had cancelled by the seller (because I suspect she decided not to send) and I *can* still leave feedback. Very strange.

I've never checked before because I thought you could not leave feedback but apparently you can!

I have unfortunately had it happen, I am unsure if they can leave a neg or neutral for it, but, why should they even be allowed to leave a positive after they didn't pay or recieve the item? Ebay breeds crazies I am sure

I just found this bit of information out:

There is no link between eBay's resolution process and the Feedback system. As has always been true, buyers are able to leave Feedback regardless of outcome of a case. Keep in mind that all reasons for Feedback removal will still apply.

What a joke! Let's let buyers screw with seller's just a little bit more.  I mean ok fine you can get it removed. But it is just more time wasted on the deadbeat.

Oh wow!! I didnt realise that ponylady...I thought it was just a mess up in the ebay system on my account. Thanks for the confirmation.

So if someone messes you around and you have to take action against them they can still leave you feedback! Yet they get away with NPB strikes being irrelevant and I cant leave feedback to warn others in the future of their weirdo behaviour? Wow...now thats a system open to abuse.

Here is what I've noticed, Buyers can leave feedback if there is any communication between the seller and buyer. If there are no messages, the buyer can't leave feedback.

But I think this has changed. Ebay has been saying that npb will no longer be allowed to leave feedback. This was according to their new rules.

OP - When was this feedback left?

Sunday past [24th] - about 7-10 days after the NPB case closed against them?!
