Acrylic paint; you can either use cheaper craft acrylics or more expensive artist acrylics, whatever you prefer. Artist quality acrylics are usually better as they have more pigment but if you don't want to make that kind of investment, craft quality paints will do fine. I'm not sure if you can find a matching shade of grey bottled, you might have to mix your own. :)

I just made that exact pony a few months ago.  I used acrylic paint and it worked pretty well.  Although she was the reason I switched from nail polish to polyurethane as a sealant.

Don't exactly remember how a 2011 Rainbow looks like but if it's the plastic tail I'd just slice it off carefully and sculpt back whatever I damaged.

I corroborate the acrylic paint.  Make sure you mix beforehand and store it if you're mixing your own color - this will ensure that every layer is consistent in color.  Make sure you prime!

As for the tail - if it's plastic, dunk it in boiling water for a minute and them slice carefully.  If it's haired, you're going to have to cut it shorter and push it into the body, then work your new tail in and secure it.
