Hi everypony!!!  I'm writing a book and need these questions answered.

1st of all! Are there any Shinsengumi fans out there!?
[I don't really have a side. I'm an American. I just like the Shinsengumi because I absolutely love saito hajime from rurouni kenshin (member of the Shinsengumi in real life) so I had to love Shinsengumi and all of japan.] 

1st question: why was the Shinsengumi/Mibu Roshi Special Police formed?

that is as close to the answer I can get. in plain English what does this mean?
Barbarians as in international people?

2nd question did Hijikata Toshizo learn to make medication because his family made meds? I know Hijikata was a medicine peddler but what does that mean?

If these questions are answered I will be doing great.

I have been drawing ever since I could hold a crayon to make pretty circles on the wall not long after that I was introduced to paper!!! LOL!!! I Love art!!! I did Finger Painting and Wood carving in the 3rd grade (Carving wood was difficult and time consuming I found out). My sister taught me how to draw horses properly and then I drew humans in 8th grade (AJ from Backstreet Boys). I also sculpted with clay, painted (with a brush) and drew cartoons throughout high school. (Was in the art club)
