I suspected a current and active Arena member is actually someone who has been a problem here in the past?

I'd say find the original line of complains and try to see which mod handled the situation and contact them about the subject.  If it was a buying/selling trading problem you'll want a TS mod, if it was a customs flaker a customs mod, if just a generally rude person perhaps a corral mod. 

Odds are the person in question had dealings with the mods before they were banned (I'm assuming they are banned and made a new id on a different computer).

I hope they behave in the meantime.
