I don't really want to install/sign up if I can avoid it, but I need to contact a user on there about using their photo.
Is that the done thing? Can you contact members or do you have to be friends?

You don't have to be friends with a user unless their feed is private. You do need to have an Instagram account to leave them any kind of message or note though.
They don't really have a messaging system.. all you can do is leave them a note on a photo they have posted, it's kind of weird. I've wished a lot of times I could send someone on instagram a message instead of leaving a public note >_<
